The Town of Paradise is advising residents that effective November 9, 2016 two detours will be in place to accommodate the road construction work for the Topsail Road Phase IV project. The detours will be in place until the project concludes for the season.
In the morning, starting at 7 a.m., west bound traffic will flow through Carlingford Street and eastbound traffic will flow through Topsail Road until 9 a.m. Spracklin Boulevard and Sgt Donald Lucas Drive will be open for local traffic at this time. At 9 a.m., eastbound traffic will detour through Spracklin Boulevard and Sgt. Donald Lucas Drive. Through traffic on Topsail Road may be restricted throughout the day. In the afternoon, westbound traffic will flow through Topsail Road and eastbound traffic will be diverted through Carlingford Street. Traffic may also detour through Spracklin Boulevard and Sgt Donald Lucas Drive. See photo for routes.
The detours will remain in place until 5 p. m. After this time, Topsail Road will reopen. While the detours are in place, Topsail Road will be open for local traffic only in the area of the construction.
The Town has implemented several traffic calming measures along the detour routes, including:
• large traffic pylons placed along both detour routes,
• increased monitoring of construction site and both detour routes by Town officials and Municipal Enforcement, and
• worked with the Royal Newfoundland Constabulary to increase patrols in the area.
The Town is monitoring this construction project and will implement the necessary measures to ensure the safety of all residents. It is also working closely with the contractor to minimize traffic interruptions as much as possible, but residents are advised to anticipate traffic delays in the area.
During construction, the public is reminded to proceed with caution and to reduce speeds in construction zones and detour routes, especially when in the vicinity of schools.
